Dog Bite Liability in Texas: León Law Firm Explains How Owners Are Held Liable

Oct 20, 2026

A new León Law Firm guide explains dog bite liability in Texas, where no single statute applies, and the two legal paths, scienter and negligence, that victims use to hold owners responsible.

Sugar Land, United States, October 20, 2026 /NewsNetwork/ -- The León Law Firm, P.C. has published a guide explaining dog bite liability in Texas, including the legal paths injured people can use to hold an owner responsible. The guide is available at https://theleonlawfirm.com/whos-liable-for-a-dog-bite-in-texas-owner-liability-explained/

Insurers feel the cost, too. Dog bites and other dog-related injuries led to 22,658 insurance claims across the country in 2024, totaling $1.57 billion, according to figures released by the Insurance Information Institute and State Farm. The typical claim came to $69,272. Texas was one of the three states with the most claims, along with California and Florida.

Unlike some states, Texas has no single dog bite statute that automatically makes an owner liable. Instead, liability usually rests on rules developed by Texas courts, along with a separate statutory framework for dogs that have already been officially designated as dangerous.

Many people assume a dog gets one free bite. Texas law doesn't work that way. Under what courts call the scienter rule, which traces back to the Texas Supreme Court’s 1974 ruling in Marshall v. Ranne, an owner can be held strictly liable if the owner knew, or had reason to know, the dog was dangerous. A dog that had lunged at neighbors or been reported to animal control could meet that standard even if it had never bitten anyone. When the rule applies, the injured person does not have to prove the owner was careless.

Some attacks come from dogs with no history at all. A claim can still be built on negligence in those cases, and the question becomes whether the owner acted reasonably. Letting a dog roam in violation of a city leash ordinance, leaving a gate unlatched or brushing off growling and other warning signs are the kinds of facts that can show an owner fell short.

The guide also explains Texas Health and Safety Code Chapter 822, Subchapter D, which applies once a dog has made an unprovoked attack causing serious bodily injury and is designated dangerous. Owners of those dogs must register the animal with local animal control, keep it leashed or in a secure enclosure and carry liability insurance or show financial responsibility. An owner who ignores those requirements is on clear legal notice of the danger.

In the guide, founding attorney Carlos A. León recommends that bite victims get medical treatment first, then document the injury and the scene with photos, collect the owner’s contact and insurance information, gather witness names and request a copy of any animal control report.

Russia to host 2030 world weightlifting champs in Olympic federation first

PARIS, France — Moscow was announced Sunday as host of the 2030 world weightlifting championships, the sport's governing body becoming the first Olympic federation to hand Russia global staging rights since 2022. No world championships in an Olympic sport, summer or winter, have been held in Russia since the start of the war against Ukraine. The 2025 world swimming champs, initially attributed to the Russian city of Kazan, were moved to Singapore. "Concerning the IWF (Senior) World Championships in 2029, it will be staged in Ahmedabad (India), and Moscow (Russia) will host the 2030 edition," the International Weightlifting Federation (IWF) said in a statement. IWF general secretary Jose Quinones added that "all the bids we received were excellent and we are sure that the championships in your respective countries will be a huge success". In a post on Telegram, Russian Weightlifting Federation president Aleksandr Vinokurov thanked the IWF "for their trust", with the 2030 world champs also serving as a qualifying event for the 2032 Olympic Games. "Russia has all the necessary experience and capabilities to host competitions of the highest level," he said. "Moscow has repeatedly staged major international sporting events and has modern infrastructure." The federation toasted its success in snagging the hosting rights. "The Russian Weightlifting Federation is the first Olympic sports federation to succeed in bringing a top-level official competition back to the country in many years," it said. The decision to name Moscow as the host is a ground-breaking one and comes in the wake of the International Olympic Committee (IOC) announcing a pathway for Russian athletes to compete in international competition. A state-sponsored doping program implemented, according to the World Anti-Doping Agency, at the 2014 Sochi Winter Olympic Games, and the assault on Ukraine launched by President Vladimir Putin in 2022 resulted in Russians competing in various guises at international competition, most recently as Individual Neutral Athletes. However, on July 7 Russia came in from the cold when the IOC eased restrictions on Russian athletes and opened a pathway for them to compete in qualifying events for the 2028 Los Angeles Olympics. A furious Ukraine filed an appeal to the Court of Arbitration for Sport (CAS) requesting that the IOC decision be annulled.
